Hard drive restarting non-stop

My HDD restarts windows non-stop, disabling the auto boot feature in bios doesn't stop it either. I literally just reformatted it tonight because I was having issues and it started doing it during a windows update. Safe to say the HDD is dead?

Not necessarily, try installing windows again.
