Hard Drive Shows In BIOS, Device Manager, But NOT My Computer?

I just did a reformat and installed all the necessary drivers that came on disc with my motherboard (SATA, Chipset, USB 3.0, etc.).

Before the Windows installation where it asks you which drive I want to install Windows on, it showed both my SSD (128GB) and my new SeaGate Barracuda (1TB). The BIOS shows all my drives including both my Blu-ray drives. The Device Manager in Windows, under Disk Drives, shows both my internal drives AND my external drive (3TB) with all drives showing "This device is working properly.", and under DVD/CD-ROM drives, it shows both my Blu-ray drives.

However, Windows does NOT show my Barracuda in My Computer...just my SSD.

I thought maybe I need to format the Barracuda, but there's no option in the device manager to do so. This is really frustrating...

Asus Z77WS Motherboard
Intel i7 3.2 CPU
NVidia GTX 680
16GB RAM
OCZ SSD 128GB
Seagate Barracuda 1TB
Plextor Blu-ray RW
LG Blu-ray player

I figured it out! Yay!

I was poking around in my frustration and went to open My Computer from the Start menu via right clicking the tab (as I've done about 50 times in the last hour) and this time I noticed a Manage option with a shield icon in front of it. When I clicked it, a window popped up with the tools I needed to make that drive available for use. I'm so happy!

Thank you Daemon9, your solution was also very helpful to me. On my Windows 7 system, the route was to left click on the "Start" menu and then RIGHT click on the word "computer" in the right hand column of the menu which popped up. This is where, as promised, the manage choice with the shield was to be found. Excellent!!!
 
Windows 7 Pro > Administrative Tools > Computer Management > Storage > Disk Management. Select & Right Click Volume (Disk Drive) [It won't have a drive letter] then select Change Drive Letter and Paths... > Add... > Assign the following drive letter: > [Pick a letter in the middle to end] > OK. Notice that it is now assigned a drive letter and will now show up in My Computer.

I'm currently having the very same trouble with my :F drive. Light blinking and usual steady spinning of disk but WD HD not appearing available. Appearing in Disk Management however. I've followed the above and everything works right up until "Change Drive Letter and Paths... > Add... > Assign the following drive letter" as it refuses to let me click the button "Assign the following drive letter", and the box to the right has "F" inside with a downward arrow, but it too is unclickable.
I really hope I'm not about to permanently lose everything :/
 
Ok after going through all these pots on tons of websites i have found the fix for this problem and i will put down simple and easy steps of how i did it

step 1: open up libraries, then go to the computers tab, then right click it and you should see a tab called manage with a blue and yellow shield next to it.
step 2: now that you are in this part of the computer you go down to storage then disk management now you should see down below disk 0 disk 1 disk 2 etc look into the part where it is blue under that you should see your disks right click and click on open then go through that wizard and it will format the hard drive and it will start working if it shows multiple hard drives under one disk try go above it to another section and right click on that.

I have tried all of these and nothing has helped. I have a seagate slim 1TB hard drive it was working fine and i plugged it into my laptop one day and it shows in everything but my pc and disk management. The light turns on it says its connected in the usb part i dont understand can anybody please help.
 
Start>My Computer>Right Click>Manage>Disk Management>
Check if your disk is online, if so, click at the top of desired disk assign it a drive letter (right-click). that did it for me, thanks
