If by throttling, you mean lagging and freezing of your system with this HDD inside, then I'd suggest you try using a different SATA cable and plug it in a different SATA port. Before proceeding with the troubleshooting, it's highly recommended to backup any important data you might have on the HDD.
These features of the diagnostic tool monitor the transfer rate and the HDD's performance. It doesn't indicate that there's something wrong with the drive, though. You should check the 'Health' tab and take a closer look at the SMART attributes if the drive is underperforming. If it continues to deliver poor performance, I'd strongly recommend you to consider contacting the HDD manufacturer's customer support and send an RMA request. Since the HDD is brand new, you should be able to get a replacement product from them.
