Hard Drive Weirdness

So I recently built a pc and I have my M.2 SSD as my boot but my secondary HDD is strange, like I have alot of questions about these things

Now I set it up correctly I think, but I kinda want my computer to prioritize saving things into this drive permanently unless I ask otherwise

Oh and also I have these blue arrows facing towards each other which I think it means it's a compression issue but i think windows updated that, I currently dont have internet atm and I'm trying to do as much as I can.

Since you have 3.63 TB free of 3.63 TB, your hard drive doesn't have anything on it. Windows will put things you copy or install onto it in the order you do it. If that doesn't give you what you want, you can always do a reorg to improve performance.

So is there a way to prioritize this HDD over my m.2 SSD?
Or will I just have to tell at programs to install things onto my HDD?
