Hard drive will only boot on the 4-6th try

I cloned my internal hard drive because I thought it was on it's last legs (startup into windows was really slow). the new drive worked pretty much the same, but it worked. the last windows update did something and now the new drive wont boot up. i put the old one back in and it will boot on the 4-6th try. I reinstalled windows 10 on it and it made no difference. I replaced my power supply with a new one that was more robust, no difference. I reseated all the mobo cables and ram sticks, no difference. I also pulled out the battery for the cmos, nothing. is this just a situation where i need a new mobo? or is there something i havent thought of? computer is an hp p6-2330 with 16g ram and an AMD A10-5800K with a new 430 power supply.
