Hard to remove thermal compound

Hello, I recently bought arcticlean 1 and 2 to remove old thermal paste from the cpu/gpu and heatsink of a HP HDX 16 notebook. I got most of the thermal compound off easily, but there is still some that doesn't seem to want to come off with many attempts. I have attached a picture of what this looks like at the following link. If anybody can help it would be greatly appreciated.

Try using a coffee filter with your solvent or rubbing alcohol. Coffee filters are slightly more abrasive. you can try putting rubbing alcohol on it and letting it sit for an hour or two being sure it does not go dry to try to soften it. If this does not work you can try lapping the sink but due to it's design I can see that being a very difficult process.
