harddisk defragmentation unmoveable files

Hello, I'm using raxco perfect disk to defragment my harddisk but there is some unknown files appaired on "system volume information" I hate it when that happens. I'm so angry because trying to fix my drive for 2 days.

Can I delete those files or disable them? I don't know what they are. They just appaired after I restart my computer and they are blocking defragmentation.
NOTE: I'm tried boot time defrag, problem is not fixed. Thats why I'm opened this post.
Also, can I move the MFT space on middle of the harddrive to beginning or end of the disk? but I cannot format / delete files to do that. If there is any way to do that, it will be much appreciated. Thanks.

Sorry, but I cannot afford a SDD currently. Also, no offence but buying new things doesn't solve problems. As you know; its part of capitalism. People need to learn fix their things if we want to better future.

what I want is option for move it.



I found out they are system restore files. Deleted restore point and they are gone. But my other issue doesn't solved. Can I move the MFT space on middle of the harddrive to beginning or end of the disk? Because its just middle of the drive, you know? gives problem when defragmentation, consumes more time to fix the files.
 
This article seems to affirm that the MFT can be moved with system defrag commands - https://msdn.microsoft.com/en-us/library/windows/desktop/aa363911(v=vs.85).aspx - but why do you care where the MFT is? And in terms of an HDD - what do you consider the 'beginning' of the disk? The inside track or the outside track? The data retrieval response may be a tad slower on the inside tracks but hardly noticeable in the long run. With SSDs there is no physical platter placement.

I do admire your persistence in learning about this detail. I may not be able to help you but I will follow thread this because - now you got me curious too.

I'm almost going professional with this stuff since getting touch with programs like this.. (lol)

If you look at the image I show you (fragmentation picture of "perfect disk") MFT builded on middle of the harddrive. They are there for default but its also bad; because they are excluded from harddisk, you cannot touch them when windows currently using them. So think it like; blocks getting in front of you when you defrag a file. If current fragmented file is large file, (like 10gb or more, it changes) you cannot defragment it because there is files on your way and big files should be writed continuously but it can't, so what is program can do? ofcourse skip the space until it finds a enough free space. But fregmentation programs doesn't do that and try fill the space. So process never ends or get a lot of time wasted. I hope you understand since English is not my native language.
