Harddrive at 100%

Hi! As the title says my harddrive is constantly at 100%. The computer gets extremely slow and I cant do anything. I have tried disabling Superfetch.exe and Windows Search. I have also tried launching the PC in safe mode with no luck. I managed to also format the drive so its completely empty. Disabling the Anti-Virus doesnt work either.

Edit* I have my OS on a ssd, the harddrive is only for storage

Hi! Somwhow after 2 months of troubleshooting it suddenly fixed itself.

Probably one of these services:
windows updates,
windows search indexer,
disk defragmenter,
windows defender.
