Harddrive showing wrong size after friend formatted it.

So I have a bit of a crazy one here and i am stumped.

My friend who is not so tech savvy has somehow managed to format a 1TB external hard disk to 600GB. Now that would usually be ok, you would go into disk part and it would show you the true size and you can wipe it but that is not the case in the instence. Somehow it genuinlly thinks it is 600GB and I cannot for the life of me even get it to show the rest of the space let a alone format it back to its original size! Now; I have tried the follwing.

Disk part:
sel disk 2
clean
convert gpt
clean

disk manager I have deleted the volume recreated and it still only show 600GB with no option to extend it as the final 400GB is not even showing in disk manager.

Final thing to say would be that he did this all on windows. No 3rd party software was used in order to do this.

Any ideas?

Might want to pass on your full system's specs like so:

SSD/HDD:

Chassis:
OS:

Are you on the latest BIOS update for your motherboard? Just to be sure, you double checked in BIOS that the disk is a 1TB HDD? Might want to show us a screenshot of both Disk Management and Device Manager(with the harddisk highlighted).
