Question Harddrive wakeup time

how to fix a HDD that its wakeup time is over 30-60 seconds, and it freeze my computer ?

don't put it to sleep. or replace it with a ssd

I do not put it to sleep on purpose , im not sure how to change it

not sure if I want to as well, as its a backup drive, it need to be safe

model of the hdd?
Windows? check the power plan for it?
