Hardrive buzzing and hdd light blinking randomly

Can anyone help me I have a WD 250 gb Blue hdd and my hdd activity light is blinking red constantly and the hdd is making a low buzzing sound

Is the disk readable? Does the system recognize the disk?
Usually a failing disk will also make some clicking sounds along with the buzzing.
It is possible that the disk is going to fail. If you check your event viewer you should be able to see any errors (I/O).
If you have SMART enabled there should also be some information there regarding eminent failure.
In any case, back up any data you need from that disk to be on the safe side.

I would also advise you to back up the data that is on the drive as soon as possible(if is accessible).
After that, I would advise you to connect the drive with a different cable and to a different port.

The wd extended tests and quick testes both passed multiple times

After the drive passed the tests, you should check the connections(switching ports and cables). If this does not help either, I would advise you to contact WD's Support either by e-mail or by phone: http://goo.gl/p8gNcg
