Question hardrive wont let me install anything on it

i recently purchased the seagate barracuda 4tb 3.5" HDD, and after having tonnes of trouble formating and getting it to even show up in my pc it wont let me install. after installing about 100mb of data it gives me an error. any ideas on how to fix this.

Epic Games gives IS-FC02-433 as an error code and Steam gives Disk Write Error.

i searched disk write error but all i found were people testing there drives and them coming back broken. i tested mine and it said it was good
