Hardware causing fps drops? (video)

Specs:

OS: Windows 10
Mobo: z97 pc mate
PSU: EVGA 500w
Processor: i5-4590
Graphics Card: MSI 1060 6GB Gaming X
Ram: 8GB Ballistix Sport
HDD: 2 TB Seagate

Issue:

Recently my graphics card feels like it hasn't been performing as well as it should being a 1060 6 GB and all. I have mediocre settings on GTA V and get way worse fps drop then ever before. My old 960 4GB was better than this. This is a problem with a majority of games I play.

Audio stutter is not too uncommon when my games frame drop as well and it's not only in GTA. I ran the heaven benchmark and got 7 fps drop there too. It is really making all my games unplayable.I decided to get it on video to show you guys while also displaying as much info on screen as possible.

If the quality is bad wait a few minutes then refresh and check quality settings again :)

What I've done so far:

Fooled around with power settings
Reset windows from a clean install multiple times
Clean installed newest drivers
Did a crap load of malware scans with multiple programs
In game and windows settings changes

I have tried almost anything I can to try and make this work. I hate fps drops but i fear it is a hardware problem. I only hope it is an easily replaceable part.
 
Solution
The only other 2 things I can see is the high CPU usage and during those stutters maybe maxing out but not being captured as it happens so fast. The other issue is your RAM is maxed out. I don't think your 1060 is the problem here as it's barely being used which tells me you have a CPU bottleneck that's keeps the GPU waiting on the CPU.
What graphics settings are you using? You're CPU is heavily loaded but not quite maxed out while your GPU is sitting in the 30 to 40% usage range. The other thing I see is your RAM is pretty much maxed out. The game is using up almost all 8GB of it which could be causing your stutter.
 


They are shown the beginning of the video the in game settings but if you mean my display setup its 1080p @ 60fps (when im lucky enough to get 60)
 
First thing I see is turn Vsync off. That'll eat a CPU and really isn't needed. Do you have Nvidia Geforce Experience? If you do I'd use that to optimize your game settings for you. It seems like some of your settings are a bit high for what you have. Water quality can come down to high instead of very high, Particle quality is another CPU killer. Turning that down to medium may help some as well.

Not a problem. Some games do a terrible job of telling you what each setting does and what it effects. I do love Geforce experience for that. It'll explain what each thing does and what kind of hit it'll have on your PC.
