Question Hardware causing periodic freezing

Specs:
EVGA GTX 1080 Ti
i7-8700k (currently overclocked but hasn't changed anything since it wasn't overclocked)
2 x 8 DDR4 3200MHz (2133MHz cause I haven't overclocked)
Samsung 860 EVO SATA III SSD
Asus Z370-E motherboard

For a long time now my PC will periodically freeze for 4-5 seconds at any given moment. Usually happening every 30-45 minutes. Any sounds during that time are obnoxiously held and any programs open are suspended until the freezing stops. I figured this was happening because of my Windows 10 installation being years old and natural build up of unused background processes and junk would have been the culprit. However, I reinstalled Windows 10 about a month ago and it was perfectly fine until now. I've been super careful only to get what I needed as to avoid any chance of malware and I even have a script blocker on chrome in case I accidentally went somewhere I didn't want to. But now I'm convinced it's a hardware issue but I have no idea what may be causing this.
