Hardware change after power cut, cant activate windows

I upgraded to Windows 10 from Windows 7 pro last year with the free opt in, couple days ago had a power cut on my street which killed my motherboard and hardrive. Which today ive had to replace, and my retail windows 7 key is now blocked by Microsoft when I tried to activate, rang and he was absolutely no help at all, clearly not understanding I didnt have a retail key for Windows 10. I read that with windows 10 this summer they gave ability that when you logged in 10 with your microsft account it linked a digital license, and can use your account to activate 10 after changing hardware. Obviously I dont have a windows 10 cd, Is there any way I can install Windows 10 from a download on internet?, Coz I clearly cant do it from Windows 7
 
Im pretty positive my microsoft account got linked with my 10 when I did the free upgrade, I logged in with my ms account from the moment I upgraded last year and every day since then. So I hope I can do the activation troubleshoot method that was available with a update after the summer just gone. I just cant use my windows 7 key anymore
