hardware change to make

I have dell inspiron 620s
I want to install amd Radeon hd 7850
how many changes I have to make to run this GPU
PC Specs:
i3-2120
3 gb ram
radeon hd 6450

The CPU won't bottleneck your upgrade at all, although i do recommend getting 8GB of RAM if you have the chance. I don't know for sure (and I think not) but your RAM might bottleneck your GPU.

i saw on amd site that amd radeon hd 7850 needs 500 W power supply and my CPU has 250 W power supply
did i need to upgrade my PSU?

The 1 showed should be easily capable of handling your system
