While Asus claims the EZ Tuning Wizard allows you to easily overclock your CPU and DRAM to their best settings, it make no guarantees that it actually found and set the best settings. It only claims it allows you to do that.

Since your overclock seems to have failed you need to clear the CMOS. That will reset the BIOS to default settings.
 


Sadly I have already cleared CMOS, took battery out, shorted the jumper pins, took battery out again later after other troubleshooting, nothing has worked. Im afraid the card is defective :/ Taking it to geeksquad soon as a last resort, atleast they will be able to give me an affirmative answer as to what is wrong
 
Just wasted 100$ at geek squad for a "diagnosis". Right off the bat I knew something was up with this guy when he tried to use the motherboard hdmi port, after the fact that I told him It was an AMD 2700x with no integrated graphics.. Tells me it will take 30-45 minutes, so I wait and look around the store. They arent done for an hour and a half, only to tell me that he couldnt get it to boot, and that he "thinks it could be the motherboard or cpu". He never tried my ram, gpu, cpu or any components on a test bench. It took him an hour and a half to reseat the ram and to test another graphics card which also failed, that is all he did. He didnt change out the cables to see if they were faulty, didnt check to see if motherboard was shorting on the case, he just seems incompetant for the work he is doing
