Hardware for converting VHS tapes to VCD

Please let me know which PCI card you suggest buying, for converting a few VHS tapes I have to VCD. Please note that I need something *cheap*. We are talking here about 10-20 tapes, captured with an analogue camcorder, so nothing special regarding quality. Newegg has <font color=red>TV LEADTEK WINFAST "DELUXE" TV2000XP TV/FM MULTIMEDIA CARD - RETAIL BOX</font color=red> for $51. That would be perfect for my budget but do you know whether this card is suitable for my task?

I have an Athlon XP 1800+ @ 2GHz and 512MB RAM, and I don't mind if I will have to use a lot of system resources, as long as I get the job done cheap and good.

Any information/suggestions would be appreciated. I have never tried something like this before so basically I am as noob as it gets at this :)
 
Sure it's OK for your task. VCD is only 352x240, which looks "VHS" quality on a TV. And nearly any capture card can do 352x240 without problems.

I prefer Hauppauge and Pinnacle cards, although it might depend on if you need some video editing software, then I would get Pinnacle systems cards.

pinnacle has always worked really well for me; try checking out videoguys.com or one of those type sites

Do you know whether a TV tuner card sold in the USA (or Leadtek's Winfast Deluxe), can also support PAL? For example, a few years ago I bought Asus V7700 Deluxe which had a jumper that allowed you to choose between NTSC or PAL. The reason is because I live in Europe and it would be much cheaper for me to buy this video card from the USA (and have it shipped to me via a friend), but I don't think I would like to buy it and then find out that it does not support PAL.
 
Some hardware is switchable in the driver, in fact all of my past hardware has been. But I can't vouch for any parts I've never tried.

The leadtek card is either NSC or PAL, but not both. However, you can convert VHS to either fromat with the supplied software.
