Hardware level reset of Radeon HD

I am using Radeon HD 7850 and 550 W Antec PSU. PC is not starting (Motherboard fan not rotating) after overclocked the Graphics card using AMD helper software.

Try Troubleshooting:

1) When removed the power supply for Graphics card then the PC running properly.

2) When connected thed Radeon 5xxx series then PC running properly.

I understood 600W PSU is need for Overclocking. My query is how can I reset the Graphics Card overclocking without switching on PC (Motherboard fan not rotating when Graphics card is connected).

I don't see the point since it does work without the card. Also, the same BIOS settings for when the card was working before he overclocked it are still set.

If I understand correctly he has a WORKING SYSTEM just not enough power to play a game.

*If so, why aren't you putting the settings back for the card, then shut down and attach the power, then start up again?

(Have I missed something? You say your PC works if you just unhook the power cable..)
 





- I tied reset the Bios, it does not helped.
- How can I reset the graphics card settings using Control center (AMD Catalyst Package) without giving power to Graphics card. (Without giving power to graphics we can't see the screen right, not even fan rotate in graphics card).
