Hardware + LoL question

Hey there - PC has had a meltdown, and now I need to rebuild on a budget, over time most likely.

I want a machine that will run League of Legends at 60fps on the lowest settings to start. Would an i5-4460 processor + 8GB of RAM do so? Or will I need a graphics card beyond the integrated graphics?

The iGPU will play OK with reduced settings at 1080p, but maybe not at 60 FPS min. That's a pretty easy game for hdwr.
