So, im playing overwatch, i just recently upgraded my i5 6600k to an i7 8700k and i use an gtx 1080 and 8gb of ram, i have a custom water loop so the temps are low, i play the game with a 300 fps cap and when im in the practise range for example i get 300 fps but in more demanding maps i stay at 220 fps even though the gpu is only being used 50% and the cpu is also only being used 60% and only 4gb of the ram is used, i cant think of any way why my fps shouldn't go higher

Solution
Your 8700K has 8 threads.
Windows will spread out the activity among all available threads.
If the game can only use 4 threads as indicated above, you will see about the 60% total usage as you indicated.

Have you overclocked your 8700K?
You should be able to reach perhaps 5.0.

Cs go in reality is a dual core game later on patched to use 4 cores. So it is most likely maxing out the 4 cores and therfor you are only seeing 220fps which unless you have one of those fancy 240hz monitors I don't see being a problem.
