Hardwired Slow Internet Speeds

I am experiencing slow speeds through a single hardwired device. I am pulling between 8 and 10 Mbps and the other hardwired device is pulling 45 which is the norm, even a device connecting wirelessly is pulling about 38.

I had this issue previously, ran malware bytes, it detected 3 items. Disposed of those and test ran 46. Next day, same issue.

I have run malware bytes twice, and my full version of AVG 2015, running a whole computer scan once as well.

No viruses are currently being detected.

Had a tech come by that took a look at the internet speeds recently when everyone was getting slow speeds. He plugged that same cable into his device and it operated at full speeds.

all other pcs and even wirelessly connected devices are getting full speed
and you said the tech checked the cables...
check your NIC on that PC running slow speed maybe the NIC on that pc is old and can only handle certain speeds
ex: even if your ISP provides 1000mbps+ internet speed, if your NIC on that computer can only handle 10mbps, that PC will only get 10mbps

Thank you. I checked my network adapters, everything seems to be fully functional and I did make sure the drivers were updated in case that may be a problem. My computer is only a couple of months old though, so I would imagine it would be set up to handle better speeds than this. Also, for a time after running malware scans, it operated at full speeds, but then a day or two after it stopped and I ran the scans again and that's when they came back clean.

So now I have incredibly slow speeds hardwired and no viruses on a brand new computer I bought about 2 months ago.
