Has a power surge killed my video card?

So I turned my computer on and then my ceiling fan. Computer shuts off (do to a power surge or something I am guessing). I tried turning it on again but I get no display. I switched HDMI from Video Card to Motherboard and everything works except I obviously can't use my video card.
Things that have me puzzled: 1) Fans on the video card are still spinning which show it is still working (maybe?)
2)The "power surge" would have to go through the PSU but that is fine.
I had to retype this whole question so I'm sure I left some information out.
Please help, I'd appreciate it greatly.

You could also try "Reset to Default" setting in BIOS. Then check every options for each component you have. Special attention to the PCIe options. Maybe the primary GPU was set to the iGPU instead fo the Dedicated GPU. Or the dedicated GPU was disabled whatsoever. It's a bit hard to say from distance.
In rare cases there is residual electric/magnetic charge left in some PC components after a surge or power loss. Disconnect PC from wall outlet. Take all PSU connectors out of the motherboard and video card, fans, etc. Take your video card out of the motherboard. Leave it overnight. Assemble computer the next day. Reset BIOS. Try again. Post again if it didn't work.
 


I did that and nothing happened. However I may have had trouble with resetting the bios. I did this becasue I couldn't find a jumper
