has anyone used cheap 450w psu for r7 250

i have r7 250 1gb ddr5 . those who used, will it be fine with my pc i3 3220 , 4gb ddr3 RAM gigabyte mobo , one dvd drive, 500 gb 7200 rpm HDD????

An R7 250 has Wattage usage of around 65W, this build with a 450W PSU won't be struggling on power. If you upgrade your card/processor then it is going to cause some issues depending on how far you upgrade

You didn't mention the brand so I am guessing it's a china psu / non branded you should replace it with a branded psu i.e Corsair , Evga or Seasonic otherwise it will damage your components

Okay this is a budget PSU that you would find in a cheap Office Desktop, Your PC will run on this PSU but like 3hunna said it could damage your components. Whether that bothers you or not it's upto you but I would recommend replacing it with atleast a 500-650W Corsair Modular, this way when you are upgrading other parts in your computer you wont have to replace the 450W that you will buy here.

The cheapest 450w I'd use is the antec vp450. A cheap low quality unit poses a danger to the other components in the system.

Depends on the brand. Just because it's a name brand doesn't mean its good. For example coolermaster and thermaltake have some real crappy budget units.
