Question Has my CPU start to bottlenecking?

Hello comunity!

Back in December 2017 I used to play AC:Origins with no big problems (60fps all the time) but the CPU was 100% usage all the time.
Now I reinstalled the game, but now it stutters a lot I can't have stable 60fps, the cpu usage is at 100% as before.
Is my CPU dying? Why can't I run the game like before?

RAM: 8GB (2X4GB) DDR4-2400MHZ
CPU: I5-7500 3.4GHZ Turbo 3.8GHZ
GPU: MSI GTX 1060 GAMING X 6G
HDD 1TB
PSU:SEASONIC S12II 520W

Start by checking temps and making sure the cpu isnt throttling.

Then make sure everything is up to date. Windows, drivers, etc.

The CPU reaches at max 61ºC
I have all updated, including GPU drivers
