Has my DVD drive failed? Palicomp i5

My motherboard is the following

Only differences is the audio and I have added a 2TB hard drive and a SSD drive - Windows and software is on the SSD.

Is it possible that the power supply can't handle to power the DVD drive and the SSD together? Anything I can do if that is the case?
 
No, your power almost certainly isn't the issue. Sometimes DVD drives do go bad, especially since most stock players are pretty cheap these days.

-Can you clairify how the problem started/ how long it has been going on?
-Do you use the DVD player often?
-Have you moved your PC around a lot lately/ bumped it into anything?
-Does your DVD drive not get power any more or is it malfunctioning?

Worse case scenario would be you'd need to replace the DVD drive. Not a big deal at all and it can be done cheaply. Here's a link to a very popular DVD drive replacement, nothing fancy, but will read and burn DVD's no problem:

What symptoms ?

See if windows corruption by trying to boot off a windows or linux cd or dvd

Upper / lower filter registry corruption can prevent dvd drive working
Fix from Microsoft fixit

If hardware fault dvd drives are very cheap nowdays

If you have just added SSD and dvd drive no longer working check power & data cables to dvd and motherboard

It sometimes gets power sometimes it doesn't respond to anything in windows or the buttons. Never able to use it to the point where I can open the drive and burn or play a DVD.

I have to shut down the PC and reseat the SATA cable when the PC is powered off.

It was moved once last year when I moved house and when I moved a similar time I added the SSD. Also I installed Windows 10 recently.
