Has to be a faulty motherboard?

When I power on my computer, fans and lights all run but the monitor goes to sleep. It detects something, because if I remove the DVI cable, “check video source” comes up on the monitor. And if I plug it back in, it looks for the source, and says “monitor going to sleep”. I’ve tried CMOS reset, unseating GPU and going down to 1 ram stick. I’ve removed all peripherals and still get the same thing. I’ve also plugged my PS3 into the monitor and it works.

Has to be the board?
 
I have a GTX 970. Doesn’t work with it in or out. I’ll try another monitor just to make sure. Are there any CPU failure signs I should have been looking for? I’m leaning towards motherboard failure but I had another board fail on me in January and got this one. The current one is “refurbished” though.
