I cant find his room I've looked everywhere (I think) been upstairs,
downstairs, out in the back of the building, is there something I'm missing?

He's downstairs in the kitchen-type area below the bar.

Often, however, because of a bug, he is not there (or anywhere else).
To make him reappear, go downstairs and then open the console window
(press the tilde key ~) and enter

placeatpc "Hassour Zainsubani" 1,1,1

and then press <Enter>. He should reappear right in front of you.

The important point the original poster may not have discovered is
that there are TWO downstairs areas in that bar (and several others) -
one where you go downstairs immediately upon entry and the other where
you go upstairs and THEN go downstairs. In both cases the staircases
are off to the right of where you enter.

These bars are very much "deja vu" for me since there is a bookstore
in Hong Kong I regularly go into when I'm there that has pretty much
the identical floorplan (though obviously not the bar)
