Ivy Bridge has Pci-e3.0 x16 standard, but it's on the processor itself; this will be the same on Haswell.
The chipset hasn't really gotten much attention. It should have USB and SATA 3.0 and all the peripherals Ivy's has. I'm not sure whether they will add Pcie 3.0 instead of the 2.0 lanes they have now.
Refresh. Same 28nm node and pretty much the same architectures. At best Nvidia would intro their best chip that they have in the pro market into GeForce and AMD would optimize their new architecture a bit for perf/w.
