would higher ram speeds be more efficient if i am not going to be using a dedicated gpu?
what recommendations would you have?

with intel it makes very little difference 1s you go over the native ram speed the cpu can handle...
in a few exceptional circumstances you will get a bump in performance but not so much in games... maybe 3-5 fps, so for the money you would spend on the faster ram you would likely get a better return by getting cheap ram and a gfx card.

Stick with the I5-4570k and get 8GB of RAM.
Do you plan to overclock?
What motherboard?
And do you plan to do some gaming before you get the GPU? If yes, what games?

8 is sufficient for gaming now, but if in the budget and depending on what you do other than gaming, I'd go 16 (again if in the budget). Haswell likes fast DRAM so I normally suggest 1866/9 as the entry level:

most all 4670Ks can run run 1866 and more often than not 2133 with no problem, simply enable XMP and select profile 1

cpu - i5-4670k
cooler - cooler master seidon 120xl
ram - G.SKILL Trident X Series 16GB (2 x 8GB) DDR3 1866
psu - antec bp550 plus 550w
mobo - msi z87i gaming ac
ssd - samsung 840 pro series mz 128BG (or plextor m5s 128GB)
case - bitfenix prodigy arctic white
gpu - gtx 760 (later)

gaming - diablo, battlefield, league of legends, elder scrolls, dnd
some 3ds max
budget (without gpu)>1k (prefer sub 800, so open to alternatives)
will be attempting to oc

Its best to to go with the DDR3-1600 if that is the fastest your motherboard will handle natively. If you're really into overclocking your system CPU, RAM, and GPU then go for the 1866 or higher if it is supported.

It's a MSI Z87i as he mentioned, with a 4670K, they can generally run up through 2400/2666

The RAM spec are:

DDR3 1066/1333/1600/1866*/2000*/2133*/2200*/2400*/2600*/2666*/2800*/3000*(*OC) MHz

So the 1600 is the fastest he can run natively, and the 3000 is the fastest OC it can support. I suggest if he isn't in to overclocking get an 8GB kit of DDR3-1600.
