Haswell vs ivybridge vs skylake

Im trying to understand why i5 3470 is slower than i5 4460 which slower from ir 6400
i5 3470 has the higher clock,and from what i read haswell is 5-10% more faster and skylake faster from haswell the same.
But what i cant understand,is why?
i cant find something except that they have different technology (different names of technology)
what the differents between them??

what is faster per clock speed? 3.6 hz should be faster than 3.3 hz i cant understand why...

Intel makes small improvements with each generation of their cpus. Faster per clock speed means that the newer generation cpus can get more work done per 1.0ghz. That's how a 6th gen 3.3ghz can be equal or faster than a 3rd gen 3.6ghz.

It's an efficiency thing.

The Hz is the frequency.
Per frequency you have "x" amount of instructions the CPU can deliver.
Instructions = work/tasks

The newer CPU's have MORE instructions PER 1 clock. (1Hz)

For example:

CPU A has 5 instructions per clock with a frequency of 3.0Ghz.
CPU B has 20 instructions per clock with a frequency of 2.0Ghz.

With simple basic mathematics we see that CPU B will outperform CPU A due more instructions per clock.

Ghz is not the main criteria anymore when it comes to CPU speed, but there are way more criteria's now.

thank you,so when i come to comapre cpu's and see which i prefer(lets assume i dont care from the socket and the ddr,only the cpu) how i do the math? like 3th generation 1.0 hz =1.2 hz in 4th generation?
or in other words,how many task each of them do per 1 hz and how i do the exact math calculate?
And if i look into AMD and intel how do i compare both?

You can't do the math as they never show the actual instructions per clock.
However, where you SHOULD be looking at is:

- Ghz
- Cache
- Hyper threading
- Amount of cores
- ...

Golden fist rule: more cores do not mean better performance! It means better multi-tasking.
If you want single core performance (for gaming) you want a CPU with 4 cores and hyper-threading with atleast 30MB cache.

The cache works the same way as a SSD; it remembers the instructions done previously on same game so it can load faster.
 
Solution
The best way to compare is the results of benchmarks for real world tests such as photoshop or video encoding using adobe premier, gaming comparisons etc. Even though comparing an older i5 to a recent i5 in terms of speed (mhz/ghz) is closer than amd vs intel, you really can't compare speeds from different generations.

When speed can be compared is between an i5 4460, 4590 or 4690. Or between an i5 6500 or 6600. Once you start comparing 4590 to 6600 the speeds aren't the same anymore. There are also changes in terms of the motherboard, skylake uses a newer version of dmi and uses ddr4 ram vs ddr3 which in some cases may or may not have a performance impact. Dmi 3.0 allows the cpu faster connection to the pch for better throughput of data in the system.
 


This. There's no simple math equation, as performance per clock varies from task to task. The best thing to do is look at actual performance numbers, which is what sites like Tom's Hardware and Anandtech specialize in.

So, i5 4470 is faster than i5 6400? (if i go with the calculate of 10% per generation) and what except more instruction per hz give me new generations?
i work most of the time with intel,but i want to know how to compare intel and amd? if the compare with the hz doesnt really say the true,so how i compare them?
and i can compare per ghz i36100 vs i7 6700? cause they both 6th generation? (leave the cores)

As I said in my first answer, every CPU has it's amount of instructions per clock (per Hz).

Some have more than others so it can be possible for a Haswell having better or more instructions than a Skylake on some areas.
