Have 16 GB ddr3l ram and 2GB useable

Unfortunately you can't, 32-bit Windows is limited to 4 GB RAM. You'll need to install 64-bit.

You will need 64bit windows to access 16gb however you should be seeing around 3.5gb with 32bit OS so something else is wrong. What is the BIOS/UEFI reporting for installed RAM?

I got that free upgrade from windows 7 and navalweaponofficer it shows quad channel is on 16GB at 160 mhz

Weird, download 64bit windows from MS and install it, it will self activate it will be a fresh install.

You will have to wait to fix it until you can back it up, and I would recommend not backing up the computer to its own HDD.

My idea was to buy an internal harddrive to back it up on and when I upgrade just disconnect the harddrive

You can do that however it is likely that the new HDD will be faster than the old HDD in which case just install windows to the new HDD with old HDD disconnected once windows is installed activated and updated reconnect the old HDD and copy your files over.

But how must I install it to the new harddrive

Once you download the ISO from MS you will burn it to a DVD, then boot the computer from the DVD follow the prompts and it will install windows. If you do not have a DVD drive you should be able to use an 8GB USB thumb drive.

rufus is not required do you have a DVD recorder and a blank disk? or are you wanting to use a USB?
