How start by state your full comp spec, OS, and what apps that caused it to runs out of memory..
some bad coded apps can have memory leak that cannot be cleared and increased over times (I have experience one with FF plugin..)

I have a gpu coming, but am running on onboard video right now. That shouldn't be the problem, though.
I HAVE installed the ram correctly(in the matching color-schemed channels) and Windows detects that I have 16 gigs installed. I have not yet been using more than even 1 gig of ram at any given time. Something else I have noticed is that according to Task Manager, ~0.5 gigs of memory is 15% in the "memory" column. This seems suspicious, but I don't know how to follow it from there. The programs it seems to happen most on are Assassin's Creed, Firefox, but it also happens with Skype, etc. Really, it seems to happen anywhere, and at random times. Below is the stats from "msinfo32.exe", if that will help:
