have 4gb total ram, 1.60gb usable. how to fix this?

I have a Toshiba Satellite c660d

I have Windows 7 Home Premium 64 bit installed.
have 4gb ram, recognized by windows
but only 1.60gb usable.
has AMD radeon HD6310
-Total graphics memory avail.:949mb
-Dedicated memory: 384mb
-System video memory: 0mb
-Shared system memory: 565mb

BIOS only detects 2gb of ram.
Bios is already updated

by the way, I checked and unchecked the "maximum memory" thingy in msconfig boot thing.. still only using 1.60gb of ram.

how do I use all 4gb? (or atleast 3.5gb to let the videocard use the 565mb?)

according to Task Manager Performance Tab
I have 1643mb of ram available. which proves the one stated at the Computer Properties..
which is showing 1.60gb of usable ram, it's not using all 4gb or ram.

i want to be able to use all 4 or atleast 3.5gb

lastly I have this thing: Hardware Reserved 2gb.
