Have 60hz native refresh rate tv but won't let me go above 30

I have a pc plugged into my 4k tv (tcl p series) which should support 60hz refresh rate. Windows 10 lets me get the drop down bar to go to 59 or 60 hz but when I do, the screen changes to pink and green while just blurred out at the bottom. It's plugged in by hdmi hi speed or whatever that should work for this as well. Anyone have a fix? I know a tv obviously isn't the best for gaming but I use it for the more simple stuff but would still like to know the refresh rate problem

Make sure you have the firmware update version 3.0.12.2 for your TV. According to what I've read on RTINGS.com and an EVGA forum post of someone whom owns one, the initial sets could not support 4:4:4 chroma at 4k 60Hz. This might mean if you have your GPU panel's pixel format set to True RGB 4:4:4, it defaults to 30Hz for 4k.

Also, make sure those HDMI cables you're saying are correct are HDMI 2 version.

"Update 01/23/2017: Retested with the newest firmware (3.0.12.2) and now the Vizio P Series 2016 can now display the chroma subsampling correctly when set in the 'Computer' picture mode for HDMI port 1 to 4. On HDMI port 5, chroma subsampling is supported on any picture mode."
