Have 8GB Ram installed but it FEELS like i only have 4gb

Hey guys, little RAM trouble :|, It's ... "ramming" my ass. UGH i suck at puns. What the hell.

OKAY, SO
A while ago, i was in my computer specs, and I noticed my RAM said:
8GB RAM (4.00 Usable), so im 99% sure i was only able to use 4 gb of ram?
By the way, YES i HAVE A 64-BIT OPERATING SYSTEM.
Okay, after I noticed this, I decided to see if they put the RAM in correctly
(they because I had my comp pre-built since I'm a noob, but I swapped out every part except for the RAM)
I did this with my old Micro ATX mobo, and now I have an ATX mobo, it's nothin special, its called ASRock 970 Pro3 R2.0 if that helps
Also, my RAM is the generic green 1333 mhz RAM. :|

Anyway, in my system, it now shows as 8.00gb, just that, however, I play this game called "APB:Reloaded", and in task manager, it takes up 2.4 gb. I have NOTHING else open. NOTHING. I know about the background programs, like I have fraps and RazerSynapse(for keyboard), but all together, in task manager the things add up to roughly 3.6ish GB, and my RAM usage is 90%. So yea, i feel like I still only have 4gb. My friend also has 8gb, runs many programs, has garry's mod open, and only uses 40% ram, which is what I get on startup, with maybe some programs open.

TL;DR
I'm pretty sure I only have 4gb RAM installed, however I have 2x4gb.
How do I fix dis?

EDIT: People in other threads say to use different DIMM's which im guessing are the RAM slots? I don't wanna try that just yet, until I get confirmation on it, because I read that you shouldn't put RAM in the farthest slots from the CPU socket. Thanks!
 
Try running with the old set removed and the new set in the old set's DIMM slots. See if the new RAM is fully functional.
You could also test the memory one stick at a time with memtest for one full pass. If any errors occur the RAM is defective.

Are both sticks in matching slots a matched pair? Are the 2nd set matched to the 1st set?
