Have a few Q's about monitors.

I'm looking to buy a lcd monitor. I was wondering if lcd screens are capable of connecting to cable boxes to watch tv and if it would be good quality. Also can they hook up to dvd players. If you need cards or anything else to do it can anyone explain it to me I appreciate your help. Oh, and I'm going to buy a 22" lcd so any suggestions with that would be nice too. Thanks.

Are there other choices besides a monitor with HDMI or a lcd tv with hdmi?
Can I buy a decent lcd tv and just use a vga to dvi converter scaler?

EDIT: Real question is what is a vga to dvi converter/scaler used for?
