I recently built a budget pc...I put it together and get no signal from the hdmi port but can get signal if I got from display port to hdmi. This is my first time building a pc..everything works fine other than that issue. The card is a XFX radeon 570 rx 8 GB. I tried plugging the hdmi to monitor from the actual motherboard also and no signal. Any help or suggestions will be appreciated. Thanks!

The HDMI from your motherboard would only work if you have a CPU with integrated graphics and either the GPU is completely removed or you have a setting in BIOS to allow the integrated graphics to function with a GPU installed (it's almost never enabled by default). Hard to say anything about that, of course, as you were very stingy with information about your PC.

The HDMI cable is more likely the issue than the HDMI port. Also, you might want to check any input select buttons on your monitor if you haven't already (again, like the rest of your PC, you didn't tell us anything about your monitor).

The last chance is that you have a defective HDMI port, in which case the only repair is an RMA with whatever company sold you the GPU (if after 30 days) or the original retailer (if before 30 days).

Solution
If you had a ryzen CPU without the letter "G", hdmi would not work on the mobo. If its Intel the HDMI should work without the GPU connected. Try to connect the gpu in other pci lane or try another cable.

Sorry for the lack of info..I rushed to post on my break...the cpu is a ryzen 5 2600...the motherboard is ASRock B450M PRO4. The hdmi cord is a good cord as I use it for my xbox and just used it to make sure the pc booted up until I find a spot for it.
