Question Have an old HDD trying to plug into a dock and plug into my pc but dock powers off

I recently found my parent's old PC from around 98' or 99', which hasn't worked since the early 2000s. It is a Quantum Fireball EX 3.5 Series. I tried to use a BestBuy Insignia Dock, and it just powers off when you put in the hard drive. I don't know if this is a fault of the HDD or a fault of the Dock. Does anyone have any tips on what I can do and use?

OK, I have to ask--how are you plugging an IDE hard disk into a SATA dock?

Oh.. you see I dont really have a lot of experience with old hard drives
