Have i damaged the hard disk?

hi,
I have external samsung 400gb hard drive ide,
some times ago i plugged the wrong adaptor into the power plug,19v instead of 9v and from that time that hard drive is not working .
what can i do to get my data back ?
can it be simply that top part of the hard drive where the ide cale and power cable is connected to or it may have damaged all the hard drive?

You shoud try connecting the HD without ANY external devices if you want to recover your data
