more likely you killed the cpu. the only way to test is to try it in another build, if you cant then take it to a reputable shop.

you may have fried the cpu as that is what the 4 pin (or 8 pin connector) is for.

I'm curious... how/why was the PSU powered up while trying to assemble a new PC?

Any time I've fixed a computer that was missing that 4-pin CPU power cable - the user who had assembled it said they plugged everything back in correctly but it just wouldn't turn on. Yet in your situation the system was powered up without anything connected to the 4pin CPU power socket.
