WPS is wifi protected setup. It's just a fancy term for connecting to wi-fi that isn't unsecured.
The first thing to look at here is the router itself. Is it on? Is it broadcasting a wifi signal? Is it broadcasting a hidden or visible signal? (I.E does it have a SSID that it's shouting out to the world). The easiest way to get in there and set it up is to connect it to your computer directly via an ethernet cable, open a browser and type in 192.168.1.1. It should connect you directly to the router setup page (it might be 192.168.0.1 and there may be a U/N and P/W to get in, most default ones are admin and password/Password/Password1 etc. You should be able to google what that particular ones login info is, if it requires it.
