I have the following parts already:

HDD: Western Digital Scorpio Blue 500GB 2.5" 5400RPM (I'll use this until I can afford an upgrade)

Approximate Purchase Date: e.g.: This week and next week.

Budget Range: $400-$500 including tax/shipping/rebates/etc.

System Usage from Most to Least Important: Gaming primary.

Are you buying a monitor: No.

Do you need to buy OS: No.

Preferred Website(s) for Parts: Wherever the part is cheapest.

Location: Southern Indiana.

Overclocking: Yes

SLI or Crossfire: Future SLI upgrade.

Your Monitor Resolution: 1920x1200

Additional Comments:

In order of importance (to me), the parts I need are: GPU, RAM, CPU Cooler, Case, SDD, HDD.

I've been slowly collecting parts on sale, but I'm ready to finish this build. Any help would be greatly appreciated.

5400rpm is pretty slow man. Get a GTX 660 ti or a GTX 670. Pick up ram of choice (2x4 at 1600mhz should be enough) and then you case of choice. I would also recommend to get a new hardrive lol. Throw any CD drive you can find in there, not really important.

I realize that the hard drive is slow, it just wasn't the most important thing to replace right now. I was wondering how best to spend the $400-$500 on the parts I would need to complete this build. If I go with a GTX 670, that's a majority of the cost. Is that the best approach in this situation?

It won't matter what GPU you get because your games will stutter because of the HDD. Do you realize that the GPU has to pull a crap load of textures of the HDD? I highly suggest a 7200 rpm drive.

Good choice. The 7970 is also a option... the GTX 670 is a very good choice though!
