No.

And if you have a crappy PSU, you should be changing it anyway.

Maximal voltage on any part of PC downstream from PSU is 12vDC, any "zapping" must come from primary circuit in the PSU. Make sure that whole system is properly earthed/grounded.

If your PC "zaps" you, at ANY time other than after having walked across somewhat static prone carpet, then something is wrong. If it's you zapping the PC, that's a problem. If it's the PC zapping you, that's an even bigger problem.

Out of curiosity, why didn't you deal with this six months ago when you first asked this similar question? This is way too long to not contact an electrician about what could be a dangerous electrical situation.
