Question Having a Display issue, please help

So I use two 4k monitors, and I used to use display cables to connect them directly to a GIGABYTE RTX 2080 Ti Windforce OC. For some reason a few weeks ago I started getting this issue. When I put anything in full-screen on the secondary monitor (youtube video, twitch stream, etc.) the display will flash green and black lines a couple times then the display would disable. I would have to unplug the DP cable in the back and then plug it back in to get it to turn back on.

I tried switching the two DP Cables on my monitors and it still happened. Then I switched from a DP cable to an HDMI cable and instead of flashing lines and disabling, it would flash all black once for a few seconds and then come back with a deep grayish tint. Also around the same time this started happening a few weeks ago, i also noticed I am unable to adjust the brightness on my primary monitor either.

I have tried updating/reinstalling my graphics drivers several times to no avail. (Using DDU in Safemode)
