Having a problem and can't figure it out.

Ok so im having a couple of issues with my pc.

1st problem im having is the windows 7 issue of not turning off all the way which i know there are forums i can fix this one with, im just saying this one because all the problems started at the same time.

2nd problem is actually with a game Counter-Strike GO. The problem started like a month ago. I don't remember changing anything at this time maybe graphics card however i have changed graphics card and reformatted my PC before installing the new graphics card. all drivers are update.
So the problem happens when every play a full game of competitive, i finish that game and start a new game up. When the game is loading it freezes on sending client info. Now i usually just hit the hard restart button on my case and i then can get back into the game.

3rd Problem is also a games issue, Whenever i exit games, it wont close and ill have to Ctl+Alt+Del in order to close the game. After closing the game then i can't open it back up.
Some games do this, some don't.

All these problems started happening at the same time. Since these problems started i have Refomatted my computer like 2 or 3 times. Made sure all drivers are all updated.

Intel G3258 3.2 GHZ(overclocked 4.0 GHZ)

MSI H81M-P33 motherboard with new bios

Could this be a memory problem being how my memory isn't compatible with my motherboard.
All though it worked perfectly when i first put the rig together, or maybe my HHD is going bad?
I really don't know what it would be. If anyone could help that would be amazing and thanks ahead of time.


 
Solution
You have a shutdown button so that windows can close all open programs without corrupting them or windows. Constant hard rebooting is a quick way to corrupt your system. You already stated that the game is trying to send client info so why not have wait a minute and see if it actually sends and then closes on its own. You can't open it back up because it hasn't finished and been removed from memory.

Memory problems can cause an issue like this but in your case it sounds more like a lack of patience issue than a ram issue.
