I just started noticing this a couple weeks ago, I thought at first I was maybe being hypersensitive but after trying to ignore the issue I jus't cant anymore. It seems like my graphics have suddenly taken on a flickery/shimmery quality, it is most noticeable on distant objects, textures, and shadows. It's almost like the z-buffer in my GPU is completely borked or something, because games can't figure out with LOD mesh or texture to display, atleast that's how it appears to me. I've got a couple videos showing the issue:

Bioshock Infinite flickering
http://youtu.be/ac3--pHPgjg

GTA4 flickering
http://youtu.be/yQ6La2s41BM

please play the videos full screen 1080p to really see all the flickering. Really appreciate any help/insight on the problem. THanks!

It's a Sapphire 7950 the 3l model, think it's a couple years old. (just checked Newegg, I ordered it on 4/5/2013)

Do you think this is hardware or software issue?

I think it's more software issue that those cards have in some games. Maybe changing some video settings in the games might make it go away like filtering to HBAO or SMAO or whatever.

Have you updated AMD drivers during that period? It might be hardware related, but does you have those kind of problems in newer games too? GTA 4 is very old and not optimized for today PC's, can you try it on a newer game like Far Cry 4 or Advanced Warfare?

I hate to sound rude but maybe you are not reading or understanding the part where I said this just started happening.

No settings change. No drivers change. No OS change.

Bioshock Infinit is kinda old by now, also it has poor graphics by today standards and the company that made it is bad at optimization.
