Having a screen tearing issue with RAGE

I have a BENQ monitor with a 2ms response time and a 60hz refresh rate. And I only notice screen tearing when I play the game RAGE. What exactly causes screen tearing? Is it my monitor is or is my gpu.

I have a gtx 760 with a fx 8320.

Screen tearing is the visual breakdown of pixels when a frames produced are less than screen's refresh rate due to the lack of gpu power. Consequently, you will see two or more different frames simultaneously.
