Having a serious issue with gtx 1070

I currently have a gtx 1070 and an i7 4790 and 16gb of ddr3 ram and I just build this pc a day ago (12/9/16) and I know I should be getting 120 fps easily (monitor refresh rate) with this set up but my screen stutters and I only get around 40-80 on lowest settings, in the ship but in missions with 4 people I get 10 can someone help me? I have the latest drivers for everything (this is the the game warframe from digital extremes)

-I now get atleast 80-100 in the orbiter but there is massive stuttering 

-ran an msi kombuster bench mark (lakes of Titan x64) and averages 49 fps can someone please tell me what's wrong???

What game are you referring to?
Also, did you ensure that you are actually using the 1070 as opposed to MB integrated graphics?

I am refering to warframe, I have not tested on any other games yet, and I am using the 1070 i double checked that, cpu never went over 15% the entire time I was playing

While playing I did not check but for the benchmark it was around 50% but the graphics were at 49 fps

Monitor gpu core clock rate (mhz). Is it jumping to about 1800-1900 when gaming/benching.

I have clean installed, monitor is 120 Hz and the clock was actually at 2000hz mostly
