having administrator privileges issues

some folders on different drives are having issues with deleting files/folders saying i need permissions from 'user' which the user is the one im logged into and the only user i have on this pc. i know if i restart it works fine for a while. even an old program called unlocker cant delete the file has to restart to do action. at one point i couldnt make a shortcut on my desktop but its good now.
 
Solution
Were files created by your current user or are they from a previous install? if previous, even if name and email address is the same, windows can tell the user wasn't. Windows is a bit too smart for its own good, I have old files I can't delete as I am not same user on this install.

One thing you could try is use this to delete them - http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/ - linux doesn't care about windows permissions
